That’s pretty weird solution for the US bumper regulations. Just add a second one over the original rear bumper.

And automotive industry clearly wanted to present that new legislation was the cause for the annoyances. It probably sucked to work in automotive industry in 70's.

Was it legal to discard these bumpers?
I mean, I get that it was mandatory for manufacturers to put them on, but were the customers allowed to get rid of them?
Also:how come it can look this ratty and still have structural integrity? here they often look nice on top, and non-existant on the bottom
